AMCA commentary on Ecodesign Regulation 327/2011 on Fans

The European Commission is currently reviewing this measure. The draft proposal is expected in 2019, with possible approval in 2020 and entry into force 18 to 24 months after the agreement.

Ecodesign Regulation 327/2011 on Fans sets minimum energy efficiency requirements for industrial fans placed on the EU market, as they possess huge potential in energy consumption savings. The aim of this regulation is to contribute to the EU action plan of reducing CO2 emissions and increasing energy efficiency on the long run. By increasing minimum efficiency requirements, the market for fans has become more competitive, leading the path to new energy efficient products and eliminating less efficient ones.

The regulation consists of fans driven by motors with an electric input power between 125W and 500KW (Art 1). Fans integrated into other products are also subject to the provisions of this regulation. The European Commission evaluated the environmental aspects of the fans and noted that the most significant environmental aspect of the fan’s life cycle is the use-phase aspect.

The minimum efficiency requirements are defined along two tiers (Article 3) depending on the type of fans, measurement and control with or without frequency control. The first tier for fans entered into force on 1 January 2013 and the second tier entered into force on 1 January 2015.

Along with the energy efficiency requirements, manufacturers will have to display a product information sheet (available on website or joined to the product) presenting all necessary information when placed on the market.
